The law must regulate rights and duties of the owner of the dog and treatment of animals in general.
What is missing in our law, beside other elements, is the following:
1. Humans who breed dogs must register their coops no matter how small they are
2. Ones that buy a dog must pay taxes for it
3. Humans who adopt a dog (from shelters, found on street, saved from hard living conditions) must, not only pay taxes, but receive benefits for doing a noble act and helping the state in dealing with stray dog problem
4. Give penalties to owners whose dogs end up in the street and which, by what makes a dangerous dog criteria, has the score 5 or above
5. Ban minors to own a dog whose genes and strength, by what is a dangerous dog standards, scores 6 or above
6. Ban minors from being in the open space with dogs whose score for genes and strength is 6 or above, without adult supervision
7. Obligatory grading for the level of upbringing every 12 months for every owned dog
8. Additional tax for all non-sterilized and non-castrated dogs, progressive one, in relation to price of the dog on the market
9. Mandatory annual vaccination for rabies, contagious diseases and microchipping. Vaccination not only for rabies (as it is currently) but for all other contagious diseases that strike animals because it will protect others from diseases such as canine distemper, canine parvovirus...
10. Ban releasing owned dogs to roam on their own without owners supervision
11. Obligatory removal of dog discharge
12. Allowed ride on public transport for dogs who have up to 2.5 score on the what makes a dog dangerous chart
